The original two-page survey form created in 2003 was used, as it has been every year since, to ensure consistent quality measurements. Posters advertising the survey were put up throughout the library for the whole of the survey week and survey forms were continually available at the library entrance, on the Issue and Enquiry Desk and on the IALS website. Professor Helen Xanthaki was a keynote speaker at the International Association for Legislation pre-conference workshop. Professor Xanthaki promoted the use of effectiveness as a criterion of legislative quality, indeed one that crosses the civil v common law barrier. Professor Xanthaki drew the similarities of legislative drafting processes and techniques in the common and Civil law jurisdictions in Europe, and supported the universality of legislative drafting principles.
