When the 1982 UN Convention on the Law of the Sea was negotiated it was presented as a new kind of treaty appropriate to a new kind of world, agreed by consensus and delivered as a package. More recently, however, some Asian states have questioned whether this regime is as appropriate or effective as its proponents once believed.
