Advanced Certified Course on Post-Legislative Scrutiny

The Institute of Advanced Legal Studies of the University of London (IALS) and the Westminster Foundation for Democracy (WFD) are joining forces in offering a second certified course on Post-Legislative Scrutiny (PLS). The one-week professional course will take place from 5 July to 9 July 2021. The curriculum is being prepared by a multi-disciplinary and international team of academics and parliamentary development specialists.


The Advanced Course on Post-Legislative Scrutiny will delve into processes, structures and stakeholders of Post-Legislative Scrutiny, connecting ex ante and ex post scrutiny, the legal assessment and impact assessment of the implementation of legislation, and thematic scrutiny of implementation of legislation, specifically of environmental legislation and gender equality legislation.

Through lectures, facilitated discussions, practical exercises and document review the participants will be able to familiarize themselves with most recent research findings on the above topics. Participants will gain insights in the functioning of parliament specifically regarding the full legislative cycle approach and the place of PLS in it, skills in preparing and conducting ex-post impact assessments of legislation and practical learning experience in gathering data from multi-disciplinary sources.


The target audiences for this professional course are Members of Parliament and senior parliamentary staff (such as heads of directorates of research, legislation and committee support), WFD staff, parliamentary development practitioners, legal drafters and governance experts, academics and researchers from universities in the UK and beyond, including persons interested in environmental governance and gender equality

The advanced course will be relevant for participants attending the first course (last year) as well as new participants who are interested to delve in-depth into the mentioned content.

All participants are expected to be fluent in English. The course materials and the course itself will be conducted in English. Registered participants will receive reading materials prior to the course and be expected to prepare for the course.


The standard registration fee for the one-week professional course is £ 900 (GBP). Early bird price (until 30 April 2021) is £850 (GBP). 

There is a reduced registration fee for participants from Official Development Assistance (ODA)-recipients and staff of WFD, DFID, FCO, the Westminster Parliament and the devolved assemblies in the UK. The reduced registration fee is £500 (GBP) and £450 (GBP) for early bird registration (until 30 April 2021). Registration fee covers the course itself, learning materials and catering (tea/coffee in the mornings and lunches).


If needed for visa purposes and after payment has been received, IALS can issue a letter confirming registration for the course. Participants are encouraged to apply for their visa as early as possible. The registration fee will be reimbursed if the participant does not manage to receive a visa for the UK on time and notifies IALS of cancelling registration with proof of no-visa, latest by Monday 22 June 2021 – 22:00 h. GMT.


Participants need to take care of booking their own accommodation in London. There is the possibility to register separately for affordable accommodation at University premises. Details will be sent with confirmation of the course payment.
